THE GOVERNING COUNCIL

The HRMAU Governing Council is a policy organ comprised of eleven members elected by the General Assembly at an Annual General Meeting (AGM).

The Governing Council ensures that the Association is properly managed to enhance and protect the members’ interests and to ensure that HRMAU meets its statutory obligations to all stakeholders and the human resource management profession.

Paul Rumanda Rugambwa is an accomplished Management Executive and Global
Remuneration Professional, certified by WorldatWork (USA), with over 20 years of
progressive, diverse experience across Uganda, East Africa, and Southern Africa. His career
reflects a consistent record of transformative leadership, strategic impact, and operational
excellence across purpose-driven organizations, including the non-profit, health, automotive,
and telecommunications sectors.
Paul currently serves as the Human Resources Director at the Infectious Diseases Institute,
Makerere University, where he leads strategic human capital initiatives that advance
institutional performance, innovation, and sustainability. Beyond his executive role, he
contributes to governance and strategic oversight as a Member of the Board Audit & Risk
Committee at ICEA Lion Life (Uganda), Board Member of the Jesuit Refugee Service (JRS)
Uganda, and a Board Member of ISPI Africa, while also being an active member of the Human
Resource Managers’ Association of Uganda. Paul is also a Trustee of the Enwealth Uganda
Umbrella Retirement Scheme and Chairs the Board of Nakawa Backyard Farmers SACCO.
Throughout his career, Paul has held senior leadership positions with distinguished
organizations, including International Medical Group (now C-Care), Toyota Uganda Limited
(now CFAO Motors Uganda), and Toyota Tsusho Africa (Pty) Ltd, in South Africa. These
roles have honed his ability to align people strategy with organizational goals, driving
excellence across complex and diverse environments.

Concepta Nambejja. is a Human Resource professional with over 10 years of progressive experience in HR strategy, talent management, and organisational culture transformation within multinational and fast-paced environments.

She currently serves as Senior Manager, People Performance & Culture at KPMG East Africa, leading the Uganda HR team and serving as regional pillar lead for Performance Management. Her expertise spans talent acquisition, employee engagement, employee relations, and change management, anchored in professionalism, integrity, and a deep commitment to continuous improvement.

Concepta holds a Master of Human Resource Management from Makerere University, a Postgraduate Diploma in HRM from Uganda Management Institute, and a Bachelor of Office & Information Management from Makerere University. She is currently a CIPD Level 7 student and an accredited trainer, a reflection of her unwavering commitment to professional excellence.

Beyond her role at KPMG, Concepta contributes to governance and community leadership as Board Secretary for Restless Development a youth-led organisation and as Board Chair for Kids Kingdom Kindergarten.

As Vice President, she’ll bring the strategic depth, multinational experience, and governance acumen needed to support and strengthen the HRMAU Presidency and the Governing Council in the term ahead. We are delighted to welcome her to this important office.

Evelyn Lwanga is a strategic HR and transformation leader with over a decade of executive experience across insurance, financial services, education, and the non-profit sector.

Evelyn is an MHRM finalist at Liverpool John Moores University (UK), a Certified HR Practitioner (CHRBP), and has completed professional programmes with the United Nations Human Rights Office and the International Labour Organization.

She currently serves as Chief People & Strategy Officer at MUA Uganda and East Africa Lead for HR Strategy, providing oversight across Uganda, Kenya, Tanzania, and Rwanda.

Her leadership journey includes driving a cross-border HR transformation as Head of HR at MUA Rwanda, and previously serving as Chairlady of the HR Community across Africa at Marsh & McLennan Uganda.

A recognised thought leader in employee wellbeing, emerging leadership, and mentally healthy workplaces, she brings a strong blend of governance discipline, regional perspective, and people-centred leadership to the role of Secretary General of HRMAU.

Esther Regina Nampijja is a seasoned Human Resources Generalist with over 21 years of experience in strategic HR leadership, people management, and organizational development. She has built a distinguished career across reputable institutions, including CARE International Uganda, Médecins Sans Frontières (French Section), Mbale District Local Government, and Imperial Group of Hotels.

Esther holds an MBA in Human Resource Management, a Postgraduate Diploma in HRM, a Bachelor of Arts in Social Sciences, and a Certificate in Law. She is also a Certified Gender Change Maker and DEBI Facilitator.

She currently serves as the Head of Human Resources and Administration at CARE International In Uganda, following 14 years as a Human Resources Manager. Esther brings deep expertise in compensation and benefits, HR strategy, gender equity, diversity, and inclusion.

As Director of Finance, Esther aspires to strengthen the HRMAU brand through value-driven financial stewardship, sound governance, and inclusive leadership, working closely with the Governing Council to advance the Association’s strategic direction. We are privileged to have her experience, dedication, and vision in this critical office.

Moses is a multifaceted professional whose expertise spans human Resource management, auditing, and business development, a rare and valuable combination that brings both rigour and strategic depth to everything he undertakes.

With over 10 years of HR practice, Moses has partnered with organisations across Uganda and beyond, driving people and process optimisation at both local and international levels. He currently serves as Chief Executive Officer of Swift Minds , a human capital and management consulting firm that has grown steadily under his leadership to serve Government institutions, NGOs, and private sector clients.

His first term on the HRMAU Governing Council demonstrated his commitment to elevating the visibility and brand of the Association. His re-election, unopposed, is a strong testament to the confidence the membership places in his leadership and professional standing.

Faith Mirembe is a dual-qualified professional, an Advocate of the Courts of Judicature of Uganda and a seasoned Human Resource professional with over 14 years of progressive experience in HR strategy, team management, and building high-performing work environments.

Faith holds a Master of Laws (LLM), a Bachelor of Laws, a Level 5 Diploma in People Management, an Associate CIPD, and a Postgraduate Diploma in Human Resource Management, a rare and powerful combination of legal and HR credentials.

She currently serves as Human Resources Manager at Africa Global Logistics and as an Associate Lecturer of Law at Uganda Management Institute. She also currently serves on the Labour and Human Resources Committee of the East African Law Society.

Remigious Kaggwa is an agile Human Resource professional with over ten years of progressive
experience driving people strategy, employee engagement, and talent development. He currently
serves as an Employee Engagement Specialist at the National Social Security Fund (NSSF)
within the People and Culture function, where he provides thought leadership in shaping and
implementing initiatives across learning and development, change management, talent
management, leadership growth, and cultural transformation. He has played a pivotal role in
strengthening NSSF’s employee value proposition, contributing to a 91% Employee Engagement
Index.
Previously, Remigious held HR and Organisational Development leadership roles in the private
sector, where he spearheaded workforce restructuring, transformed performance management
systems, developed policy frameworks, and implemented competency-based training programs.
His expertise spans HR analytics, labour law compliance, recruitment quality assurance, and
strategic workforce planning.
A Professional Member of the Human Resource Managers Association of Uganda (HRMAU), he
combines strong analytical capability with strategic insight to build high-performing, future-ready
organisations. He holds a Bachelor’s degree in Industrial and Organisational Psychology from
Makerere University and a Postgraduate Diploma in Organisational Development from the
Uganda Management Institute. He is also a finalist in the Master of Business Administration

She currently serves as Human Resource Manager at Service Cops Uganda, where she supports HR functions for regional subsidiaries in Kenya, Zambia, and Nigeria, aligning people strategies with business objectives to drive organisational effectiveness and build high-performance cultures across geographically dispersed teams.

Her areas of expertise span strategic human resource planning, regional operations coordination, talent acquisition, performance management, policy development, compensation structuring, employee relations, and payroll management. Among her key achievements are successfully supporting HR expansion across multiple African markets, leading organisation-wide training needs assessments, developing and implementing standardised HR policies and manuals, and designing job evaluation and salary grading frameworks, contributions that reflect both her strategic thinking and her operational precision.

Peter Musinguzi is a Certified Human Resource Professional (CHRP) and Certified Organisational Leadership Development Consultant (COLDC) with over a decade of experience in Human Resource Management and Organisational Development. He is a registered member of HRMAU, a Member of the Institute of Corporate Governance of Uganda (ICGU/697/2016), and a Member of The ESG Institute.

He holds an MBA in Management from Uganda Martyrs University, Nkozi, a Postgraduate Diploma in Human Resource Management from Uganda Management Institute, and a Diploma in ESG Strategy from The ESG Institute. His extensive portfolio of professional certifications includes Certified Psychometric Assessment Specialist (CPAS), Certified Key Performance Indicator Specialist (CKPIS), Certified Human Resource Business Partner (CHRBP), Certified Learning and Development Professional (CLDP), Certified Professional Coach, Certified Sustainability Coach, Certified Train the Trainer Professional (TTC), and a Certificate in Corporate Governance for Senior Managers and Directors all from globally recognised institutions.

His research credentials are equally distinguished. Peter’s governance footprint is substantial. He currently serves as Board Chair of SOS Children’s Villages International, Board Director at S.A.L.V.E. International in the capacity of Human Resource Expert, and Vice President of the National Council of Friends of Charity Uganda.
